US Navy Tartan Pleated to the Sett?

Looks like it was pleated to the reverse sett (or they "cheated the sett" as we say). Nothing wrong with that, ESPECIALLY in a 5 yard kilt where there's less fabric. It saves the kiltmaker from pleating it to the REAL sett with 2" wide pleats and makes a nicer kilt.
