 Are you contemplating something that would go as hig as the socks, or about half high like a pair of spats?  What color, matching the sock or the boot?  Interesting idea.  I've seen some gaiter like "boot tops" in a ren-fair type catalog that can make a regular pair of shoes look like seven league boots.  We have a pair of Puttees in our collection of old motorcycle stuff that wrapped around a riders calf and pants to keep them clean and dry and that's what you're seeing in the old pictures that look like the riders are wearing knee-high boots.  lots of precedence for something like this.
