    I agree that it looks like the kilt is the right size but the buckles are not in the right place. So, this is a simple fix. Moving buckles and straps is an easy thing to do for anyone who is remotely handy with a needle. No need to ship your kilt off to a kiltmaker. Here are the instructions:
