A slight variant of Stewart Victoria Dress. Where green is replaced with sky blue.

With Green it is ITI 1676

Possibly the weathered version as woven by Lochcarron.

Yes, it's this version of Victoria.

Notwithstanding the STA comment about a weathered Lochcarron sample this piece is older and is a faded piece rather than Weathered Colours. Look at the black which has turned brownish which is typical of chemical blacks from the period c1880-1930. The usual green may be blue in this specimen or that too may be faded. Unpicking the seam and looking on the inside would clarify which. Scott, are you able to do that?

Thank you for the replies and ID. I believe your right about the blue fading to green. This is actually not on a kilt. It is tartan on a collar facing and cuffs of a Victorian era velvet smoking jacket. A friend of mine is looking to reproduce it and needed help with the tartan. I'll see if I can get a photo of the whole jacket. It is incredibly cool looking.
