Seems a costume for whatever purpose. The naval slip on appears merchant and the ribbons not in order of precedence nor usual attachment.

Absolutely. That shoulder board denotes a British (or perhaps Commonwealth) merchant marine captain. It is quite possible that some ship's captain wore this outfit on formal social occasions at which, despite the social nature of the event, he nevertheless needed to be identified as the ship's captain. Or, as Taskr says, it may have been part of a theatrical costume.

I think you all need to quit bickering and just accept this experts description. After all, it's on the internet so it must be true.
Of course we must then go and find the Highland Navy and tell them that they are doing it wrong.
And, as we all know, this may present a small problem. The Highland Navy is so secret that not even the MOD knows where they are.
Have you ever noticed that area on Google Earth where everything is sort of fuzzy?
I once found Area 51 on Google Earth and as soon as I logged on THEY came to my door. THEY kept my head in a safe for three years.

If the Highlands have a navy, is it possible the Lowlands have a naval force as well? Perhaps it was to be announced publicly had the recent referendum succeeded. Now there is the sticky problem of what to do with this clandestine flotilla. They could always put it up on eBay.
