Yes the way to do it is to pick a date, and whoever shows up shows up. Hopefully word will spread and the 'day' will grow in numbers. It takes time: Dapper Days have been going on for many years.
We probably can't do better than April 6, Tartan Day, yes? Let's do it!

Just as a logistics thing, Sunday April 5 might be better, with many people having the day off, and oftentimes Disneyland having many of their restricted annual passes good on Sundays. The trouble is that it's not THE day. With Dapper Day and Bats Day and the various other days they tend to always spread out over two or three days anyway because people come in from out of town and stay for two or three days. We could do the same thing, Tartan Days, April 4, 5, and 6 (to get the whole weekend in). The bigger of these events have a 'host hotel' which might have its own events such as a Ball and events in other facilities at the hotel such as vendors etc.
About the bagpipe flash mob, it can't happen within either of the parks or the esplanade in between, because Disneyland doesn't allow people to bring in musical instruments. Everybody has to go through security checkpoints and they send away anybody with an instrument.
The bagpipe flash mob would have to be at Downtown Disney, outside of the parks, for which you don't have to go through a security checkpoint.

I can't remember a time in history where a simple rule stopped people from creating music orally or with make shift instruments. The you-tube site shows the simple (hair comb and wax paper kazoo). Let the pipers play. It's Disney for heavens sakes!
