My suggestion. DO NOT WEIGHT THE PLEATS! You will regret it the first time you walk.
The weights will smack your legs something awful.

You might get better movement by having the two layers more separate - rather than joining at the lower edge, let the lining hang from the fell.

Steve, I think i'm starting to see that would be the case.
Anne, Both layers were stitched together down the knife edge, giving the pleats a thicker look.

Here's a before and after... I soaked it and ran it through the drier again, then re-pinned the pleats, pressed them from the inside, and stitched down the interior edge. This made them lay a LOT flatter. it's not immediately apparent from this photo, but they hug closer.
It's starting to swing better as it gets softened, so I'm not too worried about weights anymore...

Left = Before, Right = After. The outside of the pleats were freshly pressed in the before photo.

I also finished the liner from the waistband to fell, but didn't get a photo... it's the same flannel, you could imagine what it looks like
