Good point Bruce (based on the photos of the 2014 celebration). As in New Orleans, a person gets more "beads" by flashing genitals to the crowd, at the risk of arrest. I'd rather this be the case for detainment, than his just having a kilt and the oppression on the government. Either way, you just can't fix stupid.

Me too. Regrettably, we may be too late; the picture was associated with an article regarding a clampdown on Russian policewomen shortening their skirts. Ridiculous idea but there is no accounting for some folks!

Wonder if they arrest women in trousers? The female Russian police certainly don't wear trousers, but is the young mum in this picture in imminent danger of arrest?
