The flashes I got from USA Kilts are on an elastic band held closed by velcro, and the flashes themselves slide off of the elastic band so if I don't want flashes I can still hold my hose up with the elastic.
Even after going to a goth/punk concert and dancing around, the hose didn't budge.

I wore my Sigian dubh at the Richmond highland games, and had no problems with The kilt hose falling down. I wore flashes and had them fairly tight. I did a lot of walking without any problem.

Lance, from the photo it seems that your Sgian Dubh sheath or scabbard has a very smooth and shiny surface. It doesn't appear to be made of leather as the Scottish ones are.
In my experience, the slightly rougher surface of a leather scabbard helps it to stay in place against the skin and against the texture of the hose.
The only solution, as I see it, is to wear tighter garters.
