It depends on if the kilt was made in the usual way, with the pleats cut out beneath the canvas. Most knife pleated kilts are made that way. If so, then no, the tartan is missing from these cut-out areas and there is no remaking possible. If however it is a very cheaply made kilt they may not have cut out the pleats and then a remake could be possible.
Detach a bit of the lining, lift the canvas, and peek underneath. You'll quickly see if the pleats are intact beneath the canvas.
