Stillwater Kilts has a solid black in their Economy grade for $52 US.
In their Standard grade ($90) is their Nightstalker tartan in which the weave gives a tartan like pattern.

BTW: Maine Celtic Celebration is this weekend in Belfast ME. It includes games and the US cheese rolling championship.
Robert Pel of RKilts makes a wonderful kilt. It costs a bit more than the other kilts mentioned here but, it is hand made and the quality is superior. It is made of hemp. I do do not have the black but I do have the blue and green. Robert also is a really standup guy and his customer service is excellent.
P.S. I know you were looking for a budget kilt but sometimes in retrospect it worth going for a life long kilt. I personally set aside "kilt money" over several months instead of an immediate purchase.

I have chosen to go with the solid black from Stillwater kilts . I will give a review when i receive it . It is being brought up by family to save on freight so i should have it by the middle of next month

While I appreciate that the decision has been made, I have to agree with seanachie. I do, in fact have one of Robert's black hemp, Mark V kilts:
