Yes, to a point.
Listening and presenting an opposing view is debate.
Drowning out your opponent, as I've often seen on college campus's, by shouting, chanting to the point they cannot be heard is a detriment to free speech.
I'm sure the young Piper meant well and he did 'get involved' when there was an issue he could not abide....a slightly lesser approach maybe.

I'm all for reasoned debate. The world would be a better place if there were more of it!
However there are people whose views are so repugnant that I will not dignify them by debating them. I will instead exercise my right to free speech by mocking, excoriating, ridiculing and reviling them for the loathsome creatures that they have made themselves to be. I will refuse to do business with them, and notify their customers and suppliers of their benighted views so that those customers and suppliers can make their a reasoned choice as to whether to continue doing business with them. I may even play bagpipes to try to drown them out. 
Truthfully, I have no idea what the man with the bullhorn was saying. I truthfully don't care. He has a right to speak. The piper has a right to disagree. The police have a duty to quell a public disturbance. All's well as ends well.

Yes, the more free speech, the better. When I want a good dose of free speech, I usually just read my facebook feed until the nausea overwhelms me.

Well I tried to watch this, and I freely admit that I was ready to spout off against the term "hate preacher" because I find that nearly impossible to exist. However due to the accent and the poor audio quality I have no idea what was actually being preached. Second because the people making the video have to talk through it and are closer to the microphone, they drown out the purported hate speech. Then you add in the piper, and well I made it a few seconds into the video before shutting it off.
