Yes, that is Dan Henderson. He was the pipe major for The Alaskan Highlanders, and is now pretty much the sole remaining Alaskan Highlander. And unfortunately his pipe playing is not what it used to be. The tartan he is wearing is the Alaskan Highlanders tartan, which is of his own design and which was never properly registered.
