The terms countermarch and counterbalance refer only to how the individual heddles are raised and lower during weaving.
The fabric itself is down low on rollers. About waist height. The thing on a loom the sticks up is called the castle. There is not usually any of the woven fabric up there that would effect or make a loom top heavy.
Looms have been around a long time. A top heavy loom would not be easy or comfortable to work with so any design that caused a loom to be top heavy simply would not last very long.
