I noticed that too. I usually wear sporran hangers, but when I wear a sporran chain I will often hook the chain over the top buckles to provide a similar effect. It is more flattering to MOS (men of substance).

I altered a kilt a while back that had loops like that as well as large ones in back. I asked about the small side loops and the guy had never actually noticed them.
