Daneel,
Place a tiny blob of 'Bluetac' behind each tassel which is then pressed firmly against the sporran front. That will hold them in place and put a stop to the noise. The 'Bluetac' can be simply rubbed off any surfaces, leaving no marks, when you want the tassels to swing again!

I wear about 3 pounds (maybe that's an exaggeration) of keys and other paraphanalia hanging from the key hook on my Utilikilt. The jingling sound helps my wife find me in a crowd if I wander off.
I don't think sporran tassles would be noisy enough.
