You don't see pipe bands very often here in the States being so well turned-out in Full Dress like that.
The top band is excellent. Edmonton Police Service? It's not just acquiring the kit but wearing it all properly and having good marching and deportment. I don't know if I've ever seen a band in the USA look that nice.
The second band appears to be in a Highland version of the RCMP uniform.

I believe that IS the RCMP Pipes.

It's the RCMP Regimental Pipes And Drums Of Alberta.
There appear to be several RCMP Pipes & Drums scattered throughout the nation.

I believe there are currently five RCMP pipe bands, one in each of Halifax, Ottawa, Regina, Edmonton and Vancouver. There was one in Moncton, New Brunswick some years ago, but it no longer exists. Like most police pipe bands in Canada, these bands depend primarily on civilian players.

The link to the Moncton band is dead (at least when I click on it). Perhaps the band is no longer active, as stated by imrichmond above.
