To the point of your weightlifting, you may have a larger difference between your waist size and hip size than standard. Off-the-rack kilts usually use a standard difference of 4", but that may not work for you. I'd definitely get that measuring tape out and get something made to order.
As for how long, you will want to measure from where you plan to wear your kilt on the waist to where you'd like the kilt to fall. The middle of the kneecap to slightly above the knee is common. I personally like mine an inch above the knee to help keep cool, but some of my kilts go to mid-knee.
