The badge is a 92nd (Gordon Highlanders) Pipers crossbelt badge (Victorian). The rest of it looks like bits and pieces from different points in time but all look genuine enough to me. So strictly speaking not a correct single uniform, but lots of interesting stuff.
In my (limited) knowledge, Gordon Highlander bandsmen (not pipers) wore white and red hackles, so this looks like a bandsman's bonnet - must be hell of a hard to find this stuff though, so to find a piper's bonnet which I believe was all black must be nigh impossible. I know an ex Gordon Highlander so can ask him when I see him, that might be a while though!
Looks to me like an ordinary white feather bonnet hackle, but with a short red hackle (like The Black Watch wear on their TOS) stuck on at the bottom. Of course Gordon Highlanders pipers don't wear feather bonnets at all (as AbernethyCameron pointed out above) so what the feather bonnet is like is neither here nor there.
The spats have white buttons, while Gordon Highlanders spats have black buttons.
The sporran is a Gordon Highlanders Other Ranks' sporran, not the sort worn by the pipers.
The crossbelt looks to be an ordinary civilian crossbelt. I will say that the pipers of The Gordon Highlanders did go through more different crossbelt hardware designs than any other regiment I know of, but I do believe they missed out on that particular one.

Belt buckle and sporran are Gordons OR pattern.
Feather bonnet is a drummer pattern, and could be worn by Gordons bandsmen and drummers with white hackle only, not pipers of course.
Crossbelt is civilian (103-pattern), and haven't worn by Gordon's pipers. But, it's interesting, this type of crossbelt has been worn by Black Watch Pipe-major (with specific badges of course)!
Badge is interesting... I suppose this is replica of Victorian 92nd Regiment crossbelt device worn by NCO and Officers on crossbelt buckles. There are many similar replicas and fakes on ebay...
Some of Gordons Pipe-Majors also worn it on their crossbelts.
So, this is typical civilian mix of pipers uniform.
