I think you're right, Hunter.
Though the photo is too small for me to see the tartans in detail.
I would expect the double-track motif on the Black Watch, and the vivid blue line on the Black Stewart, but I can't actually see them in that photo.
Black Stewart, a tartan I'm very fond of, has long been worn by the Prince Charles Pipe Band of San Francisco. Here you can see that they have their band kilts pleated to the line.
