To this question, a great kilt has pleats folded in and then the wearer holds everything in place with a belt. The fabric is not taking any of the load.
In a traditional kilt, the pleats are stitched with the buckles stitched to the back and belts stitched to apron edges. Without internal construction, strapping on the kilt means the stresses are placed on the fabric which will deform due to the stresses.

Just to chime in on this a little bit, I have two USA Kilts PV casual kilts (wearing one currently, in fact). I like them - the PV fabric is a lot more stable than the material Sport Kilt uses.
I regularly wash mine since I am a bit of a germaphobe and like my clothes clean. I would second the recommendation for USA Kilts' hangers, and would recommend getting at least a couple of them. The quality is very good for hanging kilts in generally, but there's more to it, and that's why an extra one is nice:
I machine wash my kilts and hang them to dry, and I use two hangers to do it. Clip the outer apron into one hanger, clip the inner apron into the other hanger, and hang them a bit apart so the pleats hang out straight (I generally hang mine on two parts of a dresser which are a suitable distance apart) and the entire kilt is hanging in one long straight line. Optionally, you can hold the pleat area straight using a third hanger between the other two. Hand-smooth each of the pleats and let the kilt dry. It will look wrinkled until it's dry, at which point the wrinkles fall out and everything straightens. I have found this to keep the pleats quite nice (have never had to iron either of them) and keeps them from getting wrinkled. I use the same method for my Sport Kilts, which tend to not hold a pleat nearly as well as the PV USA Kilts, but this does about as good of a job of anything I've found and keeping the pleats reasonably good in those, too.
