Your wording is a bit unclear.
If you are trying to access the Scottish Tartans Authority I just checked and can't find anything wrong.
The Scottish Register of Tartan is also working fine.
Both of these are fine for looking up a Tartan if you know its name.
But if you are looking for history behind the family name Rayburn you will need to look in other sites.
It is usually best to find out where within Scotland the family comes from. That opens up local history sites too.
