More information
AbernethyCameron recommended WestCoastKilts.com in response. A routine check indicated that its owner and proprietor was a certain Robert MacDonald, presumably of the Clan MacDonald, and that West Coast Kilts operated out of Vancouver, British Columbia Province, Dominion Of Canada.
In case customizations are indeed offered on the Inverness Cape for Gentlemen promoted there, this may be recommended to others.
The Inverness cape predated William Sherlock Scott Holmes's first appearance in literature, and it has outlasted Arthur Conan Doyle's death.

They say they’re a small family company that does custom work.
You might contact them.

Reassurance
That much is personally known.
But CANNOT be entrusted with ANY commissions from any others, and thus will reject any such requests from such others.
Have attempted to assemble Inverness capes for self personally before--and still have yet to get one right.

You seem to recognize that the construction of a bespoke garment requires a certain degree of skill; however you seem unwilling to recognize the value of that skill.

Accknowledgment
DO recognize the value of skill in such bespoke garments as Inverness capes.
Owing to known limits on personal skills, seeking to commission such a cape from those who may possess them to greater degrees.
Will then recommend any such worthy, and indeed all such worthies, to others who may also want such garments.

Would it be rude of me to inquire the price you feel would be reasonable for the garment you desire?

Pricing
The desired pricing for the Inverness cape sought is relatively modest--not higher in United States dollars (USD$) than three hundred (300) in all.
This can then be paid by hire-and-purchase installments.
PRIMARY consideration is here being given to those whose incomes are fixed, as is that of this user.
