Interesting old Gov’t sett kilt

This kilt is on Etsy right now and I thought some of you might find it interesting. I can’t say for sure if it’s actually military, but the cloth and some of the construction features look right. The strap arrangement is what really stands out to me.

It looks like Black Watch military kilt that has been altered at a later date to add straps and Buckles in place of the long glass headed pins that used to be used to fasten them.
