I believe you have to be a chief to create a "clan(crest) badge". As an armiger, he is entitled to wear his crest as a badge, but for anyone else to wear his crest as a badge (encircled with a belt/buckle), he would need to be recognized as a chief by LL. Regardless, congrats to him on receiving arms. As a citizen of the US, my arms are assumed as we don't have a heraldic authority and I don't have an avenue to petition for arms with the LL.
