I was in the South of France and passed a couple sitting at a pavement cafe. The guy said in a sneering way "J'aime bien ta jupe", (jupe = skirt). His lady was not impressed and gave him a gentle smack.

I have never heard of exactly that happening anywhere. I have experienced good natured leg pulling on occasion in parts of the UK and some very unpleasant "leg pulling" in Glasgow on more than one occasion many years ago, but that was for wearing the kilt, not for describing the kilt as a Skirt. But in reality, I suppose, it could happen anywhere, as things tend to do. So for what it is worth, I think it is wisest not to call the traditional kilt a skirt, wherever you are in the world. Someone, somewhere, is bound to take serious offence, sometime.

In my experience you are more likely to offend a Scotsman by mistakenly identifying him as “English” than any reference to a kilt.

I would hope that any man wearing a kilt would be a true gentleman and handle the comment as such.

On the occasion that someone calls it a skirt, I correct them and tell them it a kilt and so called because that is what happened to the last bloke who called it a kilt.... he was "kilt".

The way I see it, a kilt is a type of skirt traditionally but not exclusively worn by men. Best not worry about it too much.
