But I know just what you mean. Getting the cost-per-wear balanced with life-expectancy is a bit of a quandry once a chap reaches mature years.
But they always tell us that you cannot take it with you, so why not splash-out while you can?
In re Haggarts, their old shop was a real treat to visit, and the world has not been the same since their demise. I had them make me an Inverness cape in one of their superb heavy 28oz tweeds, that I cherish - I now wish I had also had them run-up the suit I was promising myself at the same time.
What might have been, eh..?
But Campbells are still running with the baton, and the young couple who took on the business know their stuff. My own measurements must still be on file there, thanks to old Mr C. I wonder if they are still accurate...

I found this in the RSBPA Drum Majors manual. It does not address cuffs specifically, but does address the length of the trews. My errata (for clarity) is bracketed.
Leg length of the trews should ensure that only [the] three bottom [rows of] eyelets of the shoes are showing.
The accompanying image in the book does not show enough of the pant leg to know if it is cuffed or not. The foreward of the manual implies (but does not state specifically) that the information contained within applies only to drum majors. I assume that means civilians can do what they like.
