The cloth that covers a billiard table is a very tightly woven wool and can come in some very nice solid colors.

Could this be an option for kilt material or would the cloth just be insanely heavy?

Interesting... I don't see why it wouldn't make a nice kilt. I'd try a four yard instead of an eight, just because of the thickness of the fabric.

Anyone know how to order the cloth, though? Seems like the site was just giving information about the cloth that you can get on your pool table. What about ordering the cloth itself? Any sources? My brother-in-law would love an olive green kilt.

I have several kilts made by Howie Nicholsby of Geoffrey (Tailor) in Edinburgh, notaby his 21st Century rang, all of which are wool coated in teflon. They are not waterproof, but they are very resistant to waterlogging.

Yep, it does! Just be careful not to scratch your kilt with a fork.

Aren't the military weight kilts 20 oz. wool? I remember some of the guys saying they're great for winter, but kind of like wearing a horse blanket in the warmer months.

Yep. military-issue kilts were usually 20 oz. wool -- at least wool "breathes".

Sounds like this could be something to pursue. You can go to a pool table shop and buy the cloth precut for a table (biggest would be 9' long), but some places stock it on rolls so you could get a solid piece. The manufacturers I'm aware of are:

You can spray your kilt with Scotchgard (how appropriate!) and that will help a lot with keeping stains off.
