I've made tartan kilts with setts as large as 11.5" and as small as 6.5". If indeed this is woven with a 9.5" sett, this will fall right in the middle, so no worries. You an do a 4 yard, an 8 yard, and anything in between with it, no worries. These are the kind of details your kiltmaker will work out, so I wouldn't lose too much sleep over it.
