Unless you specifically request it, most kiltmakers will make a kilt smaller simply by making the apron and underapron smaller, rather than taking out pleats (which is a much bigger job, because it involves remaking the buttonhole and taking out more of the lining and canvas). So, if you really want to have someone remove pleats as well as making the apron and underapron smaller, you'll need to specify that, and it will cost. It may be that, at the cost of the alteration, a new kilt would be more desirable.
