Have we forgotten about good old Buzz Kidder solids? His are $99 and come in all black.
He's probably the NICEST guy you'll deal with. He's helped me out NUMEROUS times with advice and whatnot. Any time I get a chance to plug his solids for under $100, I'll do it.

Ahh, why did you have to point that out Jimmy!! I have been thinking about an all black kilt for a few months now. This is likely cheaper than making one.

You are close enough to where we are (Franklin) that you really ought to take a trip up to see the Scottish Tartans Museum.
Most of the kilts we offer are of the hand-tailored variety, so a bit more money than you are looking to spend right now, but we also offer the Buzz Kidder canvas kilts that are in your price range and come in solids.
Plus you can pick up your accessories there in our gift shop -- belts, sporrans, kilt pins, hose and the kilt.
But you need to come by and see the museum anyway, learn more about the kilt, see examples of the different styles, etc. Who knows, you may just decide to save up the money and invest in a hand tailored kilt (which we can also get in solid colors for you!).

Sports Kilt puts a lot of guys in their first kilt, myself included. My first kilt was a cotton Sport Kilt.
They shouldn't be worn to a wedding but Sport Kilts is not recommending them as wedding kilts.
I think they're fine for what they're made for; an inexpensive kilt for athletic events or a starter kilt for guys to see if they like how a kilt feels.
I don't think there's a kilt company that's put more guys in their first kilt than Sports Kilt.
I've sent a lot of people to Sports Kilt who want a kilt quickly for casual events.

I was looking at the Stillwater website just today. Are they "traditional" in that they top of the kilt is almost at the naval, or are the more contemporary, sitting more where modern pants do?

The problem with Still Water Kilts, is the standard lengths - 24 & 25"! Then you have to go through the whole thing of finding someone to hem them for you, if they are to long.. OR ATTEMPT to do it yourself... Anyone sell a nice quality kilt like Stillwater, where you can still get a more customized length at least?

Rocky's casual model at USA Kilts is a bit more expensive than Stillwater's standard, and up to a 48" hip size, they are cheaper than the Stillwater heavyweight. However, the USA casual is custom made to your specific measurements. I'm not downing Jerry's kilts at Stillwater, I have 3 of them, but Rocky is a better choice if you need custom made kilts and don't mind waiting for a month or two.
