Try this, I've used it for other things. Take the two skirt hangers, (what are they, 6-8 inches long?) even out the distance on the kilt. Now, hang those two hangers onto a regular strong hanger, the kind with the hooks in the corner, so that the skirt hangers are kept in place by the hook/stop things.
