Y'know, they just need to ask someone to help them write a grant to cover that stuff. Lots of philanthropic societies would cover just such a unique cultural tradition.

Someone ought to get them on the ball down there. It really isn't hard, and communities, even rich ones, will come together to make it happen, if there are some visible people "lobbying" for it.

Wooster College down here in OH has the mascot, "The Fighting Scot." Their band wears a yellow kilt.

There is a local "urban myth" down here that if you are a piper, they will give you a full scholarship to play in their band.

They DO have a Scottish arts scholarship, but I believe the "fuyll ride" thing is a myth.
