if he keeps the same depth, then there's more fabric. If he makes the pleats shallower, it could be the same amt of fabric or it could be less, depending on how much he decreases.
The only person that can answer this is Jeff from PK. I personally LOVE casual kilts (solids) with 1.5 inch pleats. IMHO, 2 inches is too wide (and 2.5 is WAY too wide), while 1 inch is too small. 1.5 suits me JUST FINE. My Victory kilts were all 1.5 " pleats. My 2 FK's are both 1.5" pleats.
