I have been studying all three of your photos (time, by the way, you got your camera back!!!) and my choice, with the darker (khaki?) sweater, would be the darkest of the three boots.
The very light boots with your very light hose intrigue me, and they work so well together - but not (I'm afraid) with the dark sweater!! Next summer will be the time to wear them and with a light-coloured shirt, or top of some sort, to balance the visual. Too much 'dark' above with too much 'light' below makes one look top heavy!! But you didn't hear me say that .............!!!
As for rolled-down hose: I have never known you to do that and, to be honest, I'm not sure that it would work with the soft boots. It works most effectively with heavy-looking, leather boots, but not with shoes and I suspect your boots are not quite heavy-looking enough either. Do try it though and I am sure you will know whether you are comfortable with the 'look'.
