In a word yes, the kilt arrived promptly, special delivery. It was opened at once as you would guess, and to my disgussed the inner apron had two flaws in it.There seemed to be two pulls that run vertically the entire length of the apron.
The item description says 'traditionally made', it was machine made!
Cloth weight is what I would call medium weight not heavy weight.
Apart from that good luck but in my experience you take your chances.
Oh, I sent it back and got a refund, I've opted for stillwaters.

Fraser Borland. Any relation to Al?:-D

All I can tell you is what I hear from customers. The quality is fair for the money, and the construction is similar to a "domestic manufacturer" that does machine-made kilts. The ONE thing that separates them from some other eBay sellers is that they are VERY responsive to returns and exchanges. IF they have your particular size and tartan choice... bid low and wait. Like Ugly Bear stated... this ain't the only kilt that they have in the kitty.
