I have no idea what Robin williams refers to, I'm no fan of his, but I can think of a number of things in Australia which qualify for legalised insanity.

Basicly, Legalized Insanity is the term he uses as a comedian,to describe the willingness to cross the boundries into new comedic territory. It's the willingness to do things most people would say "no way!" too.
