A friend of mine is a detention officer at the county lockup, he explains to new guests while booking them in that wearing your trousers like that in jail is a signal that you are, um, "available". He says they hike their pants up real quick!

When I was a Field Training Officer, my student officers would also mock the baggy pants style.
I used to enjoy pointing out what a great law-enforcement tool it was. A bad guy really can't run from the police with his pants falling around his ankles.
It is almost as good as the fad of having lights in your sneakers of about 10 years ago. Foot pursuits were great when you had these flashing red lights to follow!

And even if you are wearing your kilt too loose it wont stuck to your knees, it would drop right off and what a freedom of movement that is! 
Well... It would be easy for eyewitness to point out where "the guy hanging something more than just the bag of candy he just stole." ran

A few years back, I was on a watershed survey in Sumter and this boy came by with his loose pants halfway down his hips. One of the guys (just before he retired) poked fun at the boy about losing his pants, the boy huffed a little and just as soon as he turned around; they dropped to his ankles. He ran like a track star after pulling them up. And we nearly fell over with laughter.
