I just looked at the velcro pair I own and I see that this is precisely the problem. Whoever made them (since I purchased them on eBay) sewed them so that the hook patch faces the sock.

Assuming you fold your sock top over your flashes, it will ALWAYS be be facing some part of your sock, no matter which way it was made.
