There is an epoxy I used to use in concrete work that bonded to cloth really well. If you dripped any on your pants it would set in the material and would tear little holes in the cloth if you tried to remove it. The only other way was to beat it with a hammer when it was fully hardened and let it crack into little chips that could be picked off.
