The kilts I have gotten from the UK have all be marked as "gift" when they are sent through Royal Air Mail. That seems to do the trick as I never have had a problem getting them through or have had to pay duty. Maybe you can ask them to mark it that was a "belts over the suspenders" measure

I am certain I gave the wrong website to start off with, and mean scottishkilts.net.

There should not be any duty on a purchase under $200.
