I wouldn't go so far as to say "dishonour," he is just a kid after all, but to blatantly commit an act of public indecency in front of, indeed, to a cop, shows a phenomenal lack of judgement. He's lucky he wasn't arrested, just to teach him a lesson!

I recall reading a while back that some State judge ruled that mooning was not a crime.

Yeah, otherwise the annual flashing of the Amtrack down in Capistrano Beach would result in a lot of arrests.
Maybe I misunderstood, but I see "flashed" and "mooned" as two different things; flashers get arrested on a regular basis.

As a Police Officer I find this statement blatently offensive.
Had I been the officer driving by I would have given a smile and a thumbs up or perhaps even stoped for a friendly chat. That said, whatever the officer's reason for giving dirty looks, to "flash" an officer is just asking for trouble.

That was the great state of Maryland and Mooning was only considered consitutionally protected speech if it didn't include views of the genitals.

Iolaus,
Happened in Arizona too about 20 years ago. A hospital group from Scottsdale went down the Grand Canyon on rafts. Last night some did a skit to Moon River and mooned. Some other's charged "indecent exposure." Arizona State Supreme court ruled that mooning wasn't indecent exposure since none of the mentioned parts for that crime were actually exposed.
As far as the thread here, it sure seems risky to attend any school in a kilt without underwear.
As far as flashing a cop. Proof positive of what the scientists say, that the human brain doesn't mature until the early to mid twenties and the last thing to mature are our frontal lobes where judgements are made....thus explaining teenager's often poor choices of behaviors.
That was one tolerent cop not make the indecent exposure bust. Lesson learned I hope.
Do enjoy kilting, try not to sabotage your freedom.

I don't agree about the police officer. While his comment about a "dress" was inappropiate, we are talking about California. He might be of hispanic origin, and know next to nothing about kilts. As a police officer he might also be used to seeing a lot of crossdressers. I also feel that the officer showed remarkable restraint in not arresting Josh for indecent exposure.

In Finland we have very free attitudes towards nudity... maybe because of sauna and long winter. I think sauna mostly, because from a very young age you're used to go to sauna with other people naked.
That kind of a flashing would here be not a big thing... But I think deliberate flashing to a police officer is a really bad judgement. Would have been here also. In a coutry where you can sleep at park naked and still not get arrested for anything
I meant to include some sauna pics of mine but though maybe I shouldn't ;)

It would be more prudent to be a bit more modest at school by wearing underwear.
But remember........Vacaville means "Cowtown" and though it has become a suburb of the bay area, there are still quite a lot of "Hicks" in the area, unwilling to accept anything new.
