Never had a kilt lifting myself, but, I'll never forget, driving with my parents through downtown Mankato, MN when I was age 12, a woman was crossing the street in front of our car and I witnessed the wind lift her skirt up to the level of her face! Fortunately for her, she wasn't regimental. It did make quite an impression on me at that age (btw, the skirt was blue). After that, my teenage self always kept a hopeful eye out on windy days, but never did see such an event again.
