    just to clarify... I have no issue with it being displayed/kept etc in scotland.
    I didn't know about it , hence was seeking information about the document.
    And my questions were genuine as to why it should go to Scotland.

    return of items...

    Not to go OT here, but for the sake of explanation, this type of scenario happens quite often in regards to items taken during time of war. For instance, recently colours (flags) from American colonial units during the Revolution were recently returned from the UK, and there is still a fairly large movement to return the flag of the New Orleans Grays, a militia unit that fought at the Alamo in 1836. The flag was captured by Mexican forces and is currently housed in Mexico City.
