I know there are people in Canada who have assumed Arms, and apparently it is still not considered illegal. Something to do with copyright laws if memory serves. There was a discussion on the The Royal Heraldry Society of Canada discussion board about it.
There is a move at present to create a heraldic authority in Australia, similar to Canada's, at least from my understanding.
Are you a member of the RHSC then? I am a member of the American Heraldry Society.
