Well, I'm 43 and a big cartoon fan -- from the Flintstones to the Fairly Odd Parents. Saturday mornings generaly find me with cartoons on while perusing (cough cough) this forum. I've not seen that particular Rugrats in some time but as well as I remember it was some sort of world culture day or something. The "tough" kids were going to pick on the Scots because they were wearing "skirts" and all the other kids decided it was cool and either put on kilts or skirts or somesuch. It was actually a fairly good diversity lesson.

Speaking of bugs, does anyone know if they have released any of those fantastic old cartoon on DVD? I refuse to let my children watch the kids cartoons of today (what the hell is a teletubby, anyway?).
