Small calves is something I've never had any problem with. If anything I have to get some things custome made to fit over my calves. I have read, however, that the calves are one of the hardest areas to build.

Quite the contrary. Calves are used every time you walk, stand up, or do anything that requires the body to move from one location to the other by foot. They are very easy to build, but you need to actually excercise to get there. go hillwalking, stair climbing or anything of the sort and your calves WILL develop.
