When I worked in Consumer Protection, one of my first assignments was gathering evidence and organizing the various instances where people had been defrauded by a website claiming to sell "dehydrated water" for campers! Amazingly, we were able to document about 400 unique victims of the scam. FTC wound up filing that case.
