Informed the seller of my troubles/problems/concerns with the kilt I got (small apron, badly finished bottom, short length) and he's agreed to exchange for another. I'll get a 38" instead of a 36" this time, hopefully that'll wrap around better, and be a bit longer.
I'll let you all know what I think of the new one...

Ok, so the question still stands. Who would I see about hemming the 27" Cameron to fit my 24" navel to knee frame? Would any tailor shop be capable of doing it?

There are several kiltmakers on this forum...Post a request in the "Kilt Advice" section so they can respond to you.
You can also browse the kiltmakers forum, and ask some of the kiltmakers there. They can tell you who to contact, or how to hem it yourself.
