Chris,
As has already been suggested, I think what you saw in the Edinburgh Wool Shop (possibly Edinburgh Woollen Mill? They have shops everywhere.) was a lady's kilted skirt. Many's the time I have popped into an Edinburgh Woollen Mill emporium in the forlorn hope of finding some sort of kilt accessory, but I have never seen any item of men's Highland Dress (or an accessory) inside any of their branches. They're quite good for Shetland-type woollen sweaters, though!

This link perfectly describes what a Chav is including where the name came from
http://en.wikipedia.org/wiki/Chav
So they're the British equivalent of the US's white-boy gangsta-wannabes? That's the last sort of people we want to start wearing the kilt, isn't it? Wearing their jerseys and their bling, caps on backwards, with their kilts hanging off their hips and five inches of boxer shorts showing above them?
Although, if non-kilted chavs rag on kilted chavs, and the kilted chavs don't take kindly to being disrespected ... for some reason the phrases "culling the herd" and "Social Darwinism at work" came to mind ...
I'm joking, by the way.

Thats Chavs for you, they are the bane of decent British society. And since alot of Chav children are having children of their own (I think the average age of Chav mothers is about 14  ) it seems their population will only increase in years to come.
Anyway back on topic, I was only kidding when I suggested Chav culture adopted the kilt, In fact I'm glad they never will as it would mean decent folk couldn't wear a kilt without being labelled a chav themselves!

Everything's cyclic, so,... this next violent generation of empty brained will be overpassed and rejected by their sons as a symbol of the worst they can get from society. The reaction we are suffering from these young guys will only be overpassed by the reaction of their descendants, who will reject their heritage as well as this reject ours... maybe the future ones will help us all to make a better world?...... nooooway
We got the same here, although not as many as you got there, but just give time to time and it will come....
By the way I have to say a couple of things: Burberry in Spain is a "posh" brand (I'm wearing a sky blue Burberry polo shirt now).
I was amazed by this t-shirt:

...this is what really terrifies me!

Thinking how this might be hovering Off Topic reminds me of a cartoon from way back: two grannies were looking at a Mod, and the caption read, "He must be such a disappointment to his Dad. Now he was such an elegant Teddy Boy!".
And then came the punks, and skinheads, and neds, and chavs, and...
